City of Paris posts opening for Public Works Director

The City of Paris on Wednesday posted the job of Public Works Director, which has gone unfilled for about one year.

Job DetailsDirects and oversees all aspects of Public Works.  The Director plans, organizes and oversees activities related to Water Distribution, Sewer Collection, Solid Waste Collection, Streets, Parks & Recreation, Traffic & Lighting, and the Garage.  Works under the direction of the City Manager; however, position requires extensive skills in leadership, management, communications, planning and organizing.

ESSENTIAL JOB FUNCTIONS: Directs the financial management, operations and maintenance of the Water Distribution, Sewer Collection, Solid Waste Collection, Streets, Parks & Recreation, Traffic & Lighting, and the Garage divisions, including 65+ employees.  Advises City Manager and department heads on Public Works issues and solutions to address issues.  Directs ongoing research into new municipal public works technologies and trends and recommends implementation of programs and equipment to help the department achieve its objectives more efficiently.  Develops and maintains an efficient complaint tracking system for Public Works.  Oversees the preparation of cost and quantity estimates for Public Works projects. Supervises and monitors Public Works staff performance, ensuring that they are in compliance with City policies, procedures, ordinances and resolutions.  Develops realistic and fiscally sound budget requests based on program need and manages budget expenditures to ensure they remain within budget allocation.  Develops and implements goals, priorities, policies and procedures relating to Public Works divisions.  Selects, promotes, motivates, trains and disciplines departmental personnel consistent with applicable laws and the City’s personnel policies and procedures.  Analyzes future personnel staffing needs and develops short and long-term plans to meet those needs.  Develops and manages long-term capital equipment plans.  Assists with management of the City’s multi-year CIP.  Coordinates other assigned activities with other departments and outside agencies and provides highly responsible and administrative support to the City Manager.

QUALIFICATIONS: Graduation from a four-year college with major course work in Public or Business Administration, Engineering or a related field and at least seven (7) years of municipal public works experience or related engineering operations, including extensive management and administrative experience.

SPECIAL REQUIREMENTS: Must have a valid Texas “Class C” drivers license
